In his State of the City speech earlier this week, Newark Mayor Ras Baraka castigated the Port Authority of New York and New Jersey for poor management of the port, and demanded major changes to protect the city and its residents, including a community mitigation fund, paid for by container fees, to reduce the adverse health and environmental impacts caused by port activities.
