Regulated Slow Steaming in Maritime Transport

This report, written at the request of the several members of the Clean Shipping Coalition (CSC), studies the impacts of vessel speed on emissions, technical constraints and other experiences with slow steaming and current speed regulations. Moreover, it analyses the legal feasibility of regulated slow steaming, the feasibility of implementation, possible policy designs, and the associated social costs and benefits of such an approach.
