The US Environmental Protection Agency’s (EPA) proposed Phase 3 Greenhouse Gas Emissions Standards for Heavy-Duty Vehicles (“GHG Phase 3”) attempts to curb greenhouse gas emissions from new heavy-duty vehicles. This fact sheet introduces how the rule came to be, what activity it regulates, and the gaps it leaves in fully protecting environmental justice (EJ) communities.
